का.आ. 2379(अ).—भारतीय मानक ब्यूरो अजधजनयम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत िजियों
का प्रयोग करते हुए तथा ददनांक 27 मई, 2020 की अजधसूचना सं. का.आ. 1673(अ) के तहत भारत के राजपत्र,
असाधारण, भाग II, खण्ड 3, उप-खण्ड (ii), ददनांक 28 मई, 2020 में प्रकाजित इस्ट्पात और इस्ट्पात उत्पाद (गुणवत्ता
जनयंत्रण) आदेि, 2020, को उन बातों के जसवाय अजधक्ांत करते हैं जजन्हें ऐसे अजधक्मण से पहले दकया गया है या करने
का लोप दकया गया है, कें द्रीय सरकार यह मत रखते हुए दक साववजजनक जहत में ऐसा करना आवश्यक अथवा समीचीन है
और ब्यूरो से परामिव करने के पश्चात जनम्नजलजखत आदेि करती है, अथावत् :—
1. संजिप्त नाम, प्रारंभ और लागू होना–(1) इस आदेि को इस्ट्पात और इस्ट्पात उत्पाद (गुणवत्ता जनयंत्रण)
आदेि, 2020 कहा जाएगा।
(2) इस आदेि में अन्यथा उपबंजधत के जसवाय, यह आदेि िासकीय राजपत्र में इसके प्रकािन की जतजथ से
प्रवृत्त होगा।
(3) यह आदेि ताजलका-1 के कॉलम (3) में जवजनर्ददष्ट इस्ट्पात और इस्ट्पात उत्पादों और ताजलका-2 के
कॉलम (2) में जवजनर्ददष्ट वस्ट्तुओं अथवा सामजियों पर लागू होगा लेदकन यह स्ट्वदेि में जवजनर्ममत ऐसे इस्ट्पात
और इस्ट्पात उत्पादों पर लागू नहह होगा, जो जनयावत के जलए हैं और जो जवदेिी क्े ता द्वारा अपेजित दकसी
अन्य जवजनदेिन के अनुरूप है।
2. मानकों की अनुरूपता और अजनवायव अपेिाएं–(क) ताजलका-1 के कॉलम (3) में जवजनर्ददष्ट प्रत्येक इस्ट्पात और
इस्ट्पात उत्पाद उि ताजलका-1 के कॉलम (5) में जवजनर्ददष्ट जतजथयों से उि ताजलका के कॉलम (2) में
जवजनर्ददष्ट संबंजधत भारतीय मानकों के अनुरूप होगा।

(ख) क्म सं. 1 पर ताजलका 2 के कॉलम (2) में जवजनर्ददष्ट वस्ट्तुएँ और सामजियां भारतीय मानक ब्यूरो
(अनुरूपता आकलन) जवजनयम, 2018 की अनुसूची-II की योजना-IV के अनुसार भारतीय मानक ब्यूरो से
अनुरूपता प्रमाणपत्र के तहत उि ताजलका के क्म सं.1 पर कॉलम (3) में जवजनर्ददष्ट संबंजधत अजनवायव
अपेिाओं के अनुरूप होंगी।
(ग) क्म सं 2 पर ताजलका 2 के कॉलम (2) में जवजनर्ददष्ट वस्ट्तुओं और सामजियों को ताजलका 1 के कॉलम (3)
में यथा जवजनर्ददष्ट, इनपुट सामिी के रूप में स्ट्टेनलेस स्ट्टील से बनाया जाएगा जो ताजलका 1 के कॉलम (2) में
जवजनर्ददष्ट भारतीय मानकों के अनुरूप होगा और उस पर भारतीय मानक ब्यूरो (अनुरूपता आकलन)
जवजनयम, 2018 की अनुसूची-II की योजना-I के अनुसार भारतीय मानक ब्यूरो के लाइसेंस के तहत मानक
जचन्ह होगा । इसके अजतररि क्म सं.2 पर ताजलका 2 के कॉलम (2) में जवजनर्ददष्ट वस्ट्तुओं और सामजियों के
साथ जांच प्रमाण पत्र होगा जजसपर इनपुट सामिी का बीआईएस लाइसेंस नंबर होगा।
(घ) क्म सं. 3, 4, 5, 6 एंव 7 पर ताजलका 2 के कॉलम (2) में जवजनर्ददष्ट वस्ट्तुओं और सामजियों को
ताजलका 1 के कॉलम (3) में क्म संख्या 112 और 113 पर यथाजवजनर्ददष्ट, इनपुट सामिी के रूप में रटन प्लेट
और रटन मुि स्ट्टील से बनाया जाएगा जो ताजलका 1 के संबंजधत कॉलम (2) में जवजनर्ददष्ट भारतीय मानकों
के अनुरूप होगा, उस पर भारतीय मानक ब्यूरो (अनुरूपता आकलन) जवजनयम, 2018 की अनुसूची-II की
योजना-I के अनुसार ब्यूरो के लाइसेंस के तहत मानक जचन्ह होगा। इसके अजतररि क्म सं. 3, 4, 5, 6
और 7 पर ताजलका 2 के कॉलम (2) में जवजनर्ददष्ट वस्ट्तुओं और सामजियों के साथ जांच प्रमाण-पत्र होगा
जजसपर इनपुट का बीआईएस लाइसेंस नंबर होगा।
3. मानक जचन्ह का अजनवायव उपयोग–ताजलका 1 के कॉलम (3) में जवजनर्ददष्ट प्रत्येक इस्ट्पात और इस्ट्पात उत्पाद
पर भारतीय मानक ब्यूरो (अनुरूपता आकलन) जवजनयम, 2018 की अनुसूची- II की योजना-I के अनुसार
ब्यूरो से लाइसेंस के तहत मानक जचह्न होना चाजहए।
4. प्रमाणन और प्रवत्तवन प्राजधकारी-भारतीय मानक ब्यूरो इस आदेि में जवजनर्ददष्ट इस्ट्पात और इस्ट्पात उत्पादों,
वस्ट्तु एवं सामजियों के संबंध में प्रमाणन एवं प्रवत्तवन प्राजधकारी होगा।
5. उल्लंघन के जलए सजा-जो भी व्यजि इस आदेि के दकसी प्रावधान का उल्लंघन करेगा, उसे भारतीय मानक
ब्यूरो अजधजनयम, 2016 के प्रावधानों के अनुसार दंड ददया जाएगा।
6. भारतीय मानकों में संिोधन अथवा सुधार प्रवृत्त होने की जतजथ- यदद ताजलका 1 में जवजनर्ददष्ट दकसी भी
भारतीय मानक में ब्यूरो द्वारा कोई संिोधन अथवा सुधार दकया जाता है, तो उस पर यह आदेि ब्यूरो द्वारा
इस संबंध में अजधसूजचत की गई जतजथ से प्रभावी होगा।

ORDER
New Delhi, the 17th July, 2020
S.O. 2379(E).—In exercise of the powers conferred by section 16 of the Bureau of Indian
Standards Act, 2016 (11 of 2016) and in the supersession of the Steel and Steel Products (Quality Control)
Order, 2020, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), dated
28

May, 2020 vide notification number S.O. 1673(E), dated the 27
th
May, 2020, except as respects things
done or omitted to be done before such supersession, the Central Government being of the opinion that it is
necessary or expedient so to do in the public interest and after consulting the Bureau, hereby makes the
following order, namely:—
1. Short title, commencement and application.– (1) This order may be called as the Steel and
Steel Products (Quality Control) Order, 2020.
(2) Save as otherwise provided in this order, it shall come into force on the date of its
publication in the Official Gazette.
(3) It shall apply to steel and steel products specified in column (3) of Table 1 and goods or
articles specified in column (2) of Table 2 except steel and steel products manufactured
domestically for export which conform to any other specification required by a foreign buyer.
2. Conformity to standards and essential requirements.- (a) Every steel and steel product
specified in column (3) of Table 1 shall conform to the corresponding Indian standards
specified in column (2) of the said Table with effect from the dates specified in column (5)
thereof.
(b) Goods and articles specified in column (2) of Table 2 at Sl. No. 1 shall conform to the
corresponding essential requirement(s) specified in column (3) at Sl. No. 1 of the said Table
under a Certificate of Conformity from the Bureau as per Scheme–IV of Schedule–II of the
Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
(c) Goods and articles specified in column (2) of Table 2 at Sl. No. 2 shall be made from
the stainless steel as input material, as specified in column (3) of Table 1, conforming to
Indian Standards specified in column (2) of Table 1, bearing Standard Mark under a license
from the Bureau of Indian Standards as per Scheme – I of Schedule – II of the Bureau of
Indian Standards (Conformity Assessment) Regulations, 2018. Additionally, the goods and
articles specified in Column (2) of Table 2 at Sl. No. 2 shall be accompanied with the test
certificate carrying BIS license number of the input material.
(d) Goods and articles specified in column (2) of Table 2 at Sl. Nos. 3, 4, 5, 6 and 7 shall
be made from Tin plate and Tin Free Steel as input material, as specified at Sl. Nos. 112 and
113 in column (3) of Table 1, conforming to Indian Standards specified in corresponding
column (2) of Table 1, bearing Standard Mark under a license from the Bureau as per
Scheme – I of Schedule – II of the Bureau of Indian Standards (Conformity Assessment)
Regulations, 2018. Additionally, goods and articles specified in column (2) of Table 2 at
Sl. Nos. 3, 4, 5, 6 and 7 shall be accompanied with the test certificate carrying BIS license
number of the input material.
3. Compulsory use of Standard Mark.- Every steel and steel products specified in column (3) of
Table 1 shall bear the Standard Mark under a license from the Bureau as per Scheme–I of
Schedule–II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
4. Certification and enforcement authority.-The Bureau shall be the certifying and enforcing
authority in respect of the steel and steel products, goods and articles specified in this order.
5. Penalty for contravention. -Any person who contravenes any of the provisions of this order
shall be punishable underthe provisions of the Bureau of Indian Standards Act, 2016.
6. Date of effect of amendment or revision in Indian Standards. - This order shall apply to any
amendment or revision made by the Bureau to any of the Indian Standards specifiedin Table
1with effect from the date notified by the Bureau in this behalf.
