का.आ. 2290(अ).—भारतीय मानक ब् यूरयोग अजधजनयम, 2016 (2016 का 11) की धारा 17 के साथ परित धारा
16 की उप-धाराओं (1) रर (2) द्वारा प्रदत् त िजतियय का प्रययोगग करते ुए, कें द्र सरकार की भारतीय मानक ब् यूरयोग से
परामिध करने के बाद राय है दक ऐसा करना िनजहत में आवश् यक रर लाभदायक है, अत: एतद्द्वारा जनम् नजलजखत आदेि
करती है, नामत:-
1. संजिप् त िी्धक, प्रारंभ रर प्रययोगग-(1) इस आदेि कयोग बाइजसकल- रेरयोग ररफ्लेजटिव जडवाइसेि (गुणवत् ता जनयं्ण)
आदेि, 2020 कहा िाएगा।
(2) यह आदेि 01.01.2021 से प्रभावी हयोगगा।
(3) यह आदेि ताजलका 1 रर ताजलका 2 के कॉलम (1) में जवजनर्ददष् ि वस्ट् तुओं या सामान पर लागू हयोगगा, दकन् तु जनयाधत
की िाने वाली उट त वस्ट् तुओं या सामान पर इनमें से कुभ भी लागू नहह हयोगगा।
2. मानक जिह्न का अजनवायध प्रययोगग-ताजलका 1 के कॉलम (1) में जवजनर्ददष् ि वस्ट् तुएं या सामान उट त ताजलका के कॉलम
(2) में उजल्लजखत तद्नुरूपी भारतीय मानक के अनुरूप ह गे तथा उनमें बीआईएस (अनुपालन मूल् यांकन) जवजनयम, 2018
की अनुसूिी-II की स्ट् कीम-I के अनुसार ब् यूरयोग के लाइसेंस के तहत मानक जिह्न लगा हयोगगा।
3. अनुपालन प्रमाण-प् -ताजलका 2 के कॉलम (1) में जवजनर्ददष् ि वस्ट् तुएं या सामान बीआईएस (अनुपालन मूल् यांकन)
जवजनयम, 2018 की अनुसूिी-II की स्ट् कीम-IV के अनुसार ब् यूरयोग के अनुपालन प्रमाण-प् के तहत उट त ताजलका के कॉलम
(2) में दी गई तद्नुरूपी अजनवायध आवश् यकता(ओं) के अनुरूप ह गे।

4. प्रमाणन रर प्रवतधन प्राजधकरण – ताजलका-1 रर ताजलका-2 के कॉलम (1) में जवजनर्ददष् ि वस्ट् तुओं या सामान के संबंध
में यह ब् यूरयोग प्रमाणन रर प्रवतधन प्राजधकरण हयोगगा।
5. उल् लंघन करने पर िुमाधना – इस आदेि के प्रावधान का उल् लंघन भारतीय मानक ब् यूरयोग अजधजनयम, 2016 के
प्रावधान के तहत दंडनीय हयोगगा।

नयोगि – ताजलका-1 के प्रययोगिन के जलए, भारतीय मानक ब् यूरयोग द्वारा समय-समय पर दकए गए संियोगधन सजहत भारतीय
मानक के नवीनतम संस्ट् करण ब् यूरयोग द्वारा अजधसूजित जतजथ से लागू ह गे।

ORDER
New Delhi, the 7th July, 2020
S.O. 2290(E).—In exercise of the powers conferred by sub-sections (1) and (2) of section 16 read
with section 17 of the Bureau of Indian Standards Act, 2016 (11 of 2016), the Central Government is of the
opinion that it is necessary or expedient so to do in the public interest, after consulting the Bureau of Indian
Standards, hereby makes the following Order, namely:-
1. Short title, commencement and application.– (1) This Order may be called the Bicycles- Retro
Reflective Devices (Quality Control) Order, 2020.
(2) This order shall come into force with effect from 01.01. 2021.
(3) This order shall apply to goods or articles specified in column (1) of the Table 1 and Table 2, but
nothing herein shall apply to said goods or articles meant for export.
2. Conformity to Standard and Compulsory use of Standard Mark.- Goods or articles specified in the
column (1) of the Table 1 shall conform to the corresponding Indian Standard mentioned in the column (2)
of the said Table and shall bear the Standard Mark under a license from the Bureau as per Scheme-I of
Schedule-II of BIS (Conformity Assessment) Regulations, 2018.
3. Certificate of Conformity. - Goods or articles specified in the column (1) of the Table-2 shall
conform to the corresponding essential requirement(s) given in the column (2) of the said table under a
certificate of conformity from the Bureau as per Scheme-IV of Schedule-II of BIS (Conformity
Assessment) Regulations, 2018.

4. Certification and Enforcement Authority.- In respect of the goods or articles specified in the column
(1) of the Table-1 and Table-2, the Bureau shall be the certifying and enforcing authority.
5. Penalty for Contravention. - Any person who contravenes the provisions of this Order shall be
punishable under the provisions of the Bureau of Indian Standards Act, 2016.
