MINISTRY OF POWER
NOTIFICATION
New Delhi, the 29th October, 2019
S.O. 3897(E).—In exercise of the powers conferred by clause (a) of section 14 of the Energy
Conservation Act, 2001 (52 of 2001), the Central Government, in consultation with the Bureau of Energy
Efficiency, hereby makes the following amendments in the notification of the Government of India in the
Ministry of Power number S.O. 2528(E), dated the 8
th
August, 2017, namely:—
In the said notification, -
(a) in paragraph 1, after sub-paragraph (2), the following sub-paragraph shall be inserted, namely:-
“(3) All brands and types of star labelled room air conditioners, namely, Multi-Stage Capacity Air
Conditioners, Unitary Air Conditioner and Split Air Conditioner which are rated from one star to five star,
based on their relative energy efficiencies up to a rated cooling capacity of 10,465 Watts (9,000 kcal/hour)
and manufactured, commercially purchased or sold in India, shall ensure default setting of temperature in
the room air conditioners at twenty-four degree celsius with effect from the 1

January 2020.”;
(b) in paragraph 3,-
(I) in sub-paragraph (1),-
(i) in Table 3.1, for serial number 5 and the entries relating thereto, the following serial
numbers and entries shall be substituted, namely:-

(II) in sub-paragraph (3) for clause (i), the following clause shall be substituted, namely:-
“(i) 1 star (EER 2.50 – 2.69) of Unitary Air Conditioners specified in Table 3.1(d) shall not be
permitted from 1

January, 2016 to 31

December, 2017 and 1 star (EER 2.50 – 2.69) of Unitary
Air Conditioners specified in Table 3.1(e) shall not be permitted from 1

January, 2018 to 31

December, 2020, for the purpose of upgrading the minimum energy performance level of such air
conditioners.”;
(c) in paragraph 4,-
(I) for sub-paragraph (2), the following sub-paragraph shall be substituted, namely:-
“(2) The parameters for testing shall be power consumption and cooling capacity test and shall be
governed by maximum operating conditions test, power consumption test for cooling and the capacity
rating test as per relevant clauses of Indian Standard 1391(Part 1) for Unitary Air Conditioners and
Indian Standard 1391 (Part 2) for split air conditioners and for the purpose of seeking grant of star
label for air conditioner model, a manufacturer shall get two units of the said model tested for cooling
capacity, power consumption and maximum operating tests in accordance with Indian Standard 1391
as amended from time to time.”

(d) in Annexure- A, after paragraph (6), the following paragraph shall be inserted, namely:-
