नई ददल्ली, 12 नवम्बर, 2020
का. आ. 4082(अ.).—भारतीय मानक ब्यूरो अजधजनयम, 2016 (2016 का 11) (इसके उपरांत उपययुक् त अजधजनयम के
रूप में संदर्भुत) की धारा 16 द्वारा प्रदत िजियों का प्रयोग करते हुए तथा ददनांक 16 ियलाई, 2020 के का. आ. 2379 (अ) के तहत
भारत के रािपत्र, असाधारण, भाग-II, खण्ड-3, उप खण्ड (ii), ददनांक 17 ियलाई, 2020 में प्रकाजित इस्ट्पात और इस्ट्पात उत्पाद
(गयणवत्ता जनयंत्रण) आदेि, 2020, को उन बातों के जसवाय अजधक्ांत करते हैं जिन्हें ऐसे अजधक्मण से पहले दकया गया है या करने का
लोप दकया गया है, कें द्रीय सरकार यह मत रखते हुए दक सावुिजनक जहत में ऐसा करना आवश्यक अथवा समीचीन है और ब्यूरो से
परामिु करने के पश्चात जनम्नजलजखत आदेि करती है, अथाुत् :-
1. संजिप्त नाम, प्रारंभ और लागू होना–(I) इस आदेि को इस्ट्पात और इस्ट्पात उत्पाद, आदेि (गयणवत्ता जनयंत्रण) 2020
कहा िाएगा।
(II) इस आदेि में अन्यथा उपबंजधत के जसवाय, यह आदेि िासकीय रािपत्र में इसके प्रकािन की जतजथ से प्रवृत्त होगा।
(III) यह आदेि ताजलका-1 के कॉलम (3) में जवजनर्दुष्ट इस्ट्पात और इस्ट्पात उत्पादों और ताजलका-2 के कॉलम (2) में
जवजनर्दुष्ट वस्ट्तयओं अथवा सामजियों पर लागू होगा लेदकन यह स्ट्वदेि में जवजनर्मुत ऐसे इस्ट्पात और इस्ट्पात उत्पादों पर
लागू नहीं होगा, िो जनयाुत के जलए हैं और िो जवदेिी क्े ता द्वारा अपेजित दकसी अन्य जवजनदेिन के अनयरूप है।

2. मानकों की अनयरूपता और अजनवायु अपेिाएं–(I) ताजलका-1 के कॉलम (3) में जवजनर्दुष्ट प्रत्येक इस्ट्पात और इस्ट्पात
उत्पाद उि ताजलका-1 के कॉलम (5) में जवजनर्दुष्ट जतजथयों से उि ताजलका के कॉलम (2) में जवजनर्दुष्ट संबंजधत भारतीय
मानकों के अनयरूप होगा।
(II) क्म सं. 1 पर ताजलका 2 के कॉलम (2) में जवजनर्दुष्ट वस्ट्तयएँ और सामजियां भारतीय मानक ब्यूरो (अनयरूपता
आकलन) जवजनयम 2018 की अनयसूची-II की योिना-IV के अनयसार भारतीय मानक ब्यूरो से अनयरूपता प्रमाणपत्र के
तहत उि ताजलका के कॉलम (3) में जवजनर्दुष्ट संबंजधत अजनवायु अपेिाओं के अनयरूप होंगी।
(III) क्म सं 2 पर ताजलका 2 के कॉलम (2) में जवजनर्दुष्ट वस्ट्तयओं और सामजियों को ताजलका 1 के कॉलम (3) में यथा
जवजनर्दुष्ट, इनपयट सामिी के रूप में स्ट्टेनलेस स्ट्टील से बनाया िाएगा िो ताजलका 1 के कॉलम (2) में जवजनर्दुष्ट भारतीय
मानकों के अनयरूप होगा और उस पर भारतीय मानक ब्यूरो (अनयरूपता आकलन) जवजनयम, 2018 की अनयसूची-II की
योिना-I के अनयसार ब्यूरो के लाइसेंस के तहत मानक जचन्ह होगा और इसके साथ इनपयट सामिी का िांच प्रमाण पत्र
होगा।
(IV) क्म सं. 3, 4, 5, 6 एंव 7 पर ताजलका 2 के कॉलम (2) में जवजनर्दुष्ट वस्ट्तयओं और सामजियों को ताजलका 1 के
कॉलम (3) में क्म संख्या 112 और 113 के समि यथाजवजनर्दुष्ट, इनपयट सामिी के रूप में टटन प्लेट और टटन मयि स्ट्टील
से बनाया िाएगा िो ताजलका 1 के संबंजधत कॉलम (2) में जवजनर्दुष्ट भारतीय मानकों के अनयरूप होगा, उस पर भारतीय
मानक ब्यूरो (अनयरूपता आकलन) जवजनयम, 2018 की अनयसूची-II की योिना-I के अनयसार ब्यूरो के लाइसेंस के तहत
मानक जचन्ह होगा और इसके साथ इनपयट सामिी का िांच प्रमाण पत्र होगा।
3. मानक जचन्ह का अजनवायु उपयोग: ताजलका 1 के कॉलम (3) में जवजनर्दुष्ट प्रत्येक इस्ट्पात और इस्ट्पात उत्पाद पर भारतीय
मानक ब्यूरो (अनयरूपता आकलन) जवजनयम, 2018 की अनयसूची- II की योिना-I के अनयसार ब्यूरो से लाइसेंस के तहत
मानक जचह्न होना चाजहए।
4. प्रमाणन और प्रवत्तुन प्राजधकारी: भारतीय मानक ब्यूरो इस आदेि में जवजनर्दुष्ट इस्ट्पात और इस्ट्पात उत्पादों, वस्ट्तय एवं
सामजियों के संबंध में प्रमाणन एवं प्रवत्तुन प्राजधकारी होगा।
5. उल्लंघन के जलए सिा: िो भी व्यजि इस आदेि के दकसी प्रावधान का उल्लंघन करेगा, उसे उपययुक् त अजधजनयम के
प्रावधानों के अनयसार दंड ददया िाएगा। [
6. भारतीय मानकों में संिोधन अथवा सयधार प्रवृत्त होने की जतजथ: यदद ताजलका 1 में जवजनर्दुष्ट दकसी भी भारतीय मानक में
ब्यूरो द्वारा कोई संिोधन अथवा सयधार दकया िाता है, तो उस पर यह आदेि ब्यूरो द्वारा इस संबंध में अजधसूजचत की
गई जतजथ से प्रभावी होगा।

ORDER
New Delhi, the 12th November, 2020
S.O. 4082(E).—In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act,
2016 (11 of 2016) (hereinafter referred to as the said Act) and in the supersession of the Steel and Steel Products
(Quality Control) Order, 2020, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii),
dated the 17
th
July, 2020 vide number S.O. 2379(E), dated the 16
th
July, 2020, except as respects things done or
omitted to be done before such supersession, the Central Government being of the opinion that it is necessary or
expedient so to do in the public interest and after consulting the Bureau, hereby makes the following order, namely:-
1. Short title, commencement and application.–(I) This order may be called the Steel and Steel Products
(Quality Control) Order, 2020.
(II) Save as otherwise provided in this order, it shall come into force on the date of its publication in the
Official Gazette.

(III) It shall apply to steel and steel products specified in column (3) of Table 1 and goods or articles
specified in column (2) of Table 2 except steel and steel products manufactured domestically for export
which conform to any other specification required by a foreign buyer.
2. Conformity to standards and essential requirements-(I) Every steel and steel product specified in
column (3) of Table 1 shall conform to the corresponding Indian Standards specified in column (2) of the
said table with effect from the dates specified in column (5) thereof.
(II) Goods and articles specified in column (2) of Table 2 at Sl. No. 1 shall conform to the corresponding
essential requirement(s) specified in column (3) of the said table under a Certificate of Conformity from
the Bureau as per Scheme–IV of Schedule–II of the Bureau of Indian Standards (Conformity Assessment)
Regulations, 2018.
(III) Goods and articles specified in column (2) of Table 2 at Sl. No. 2 shall be made from the stainless
steel as input material, specified in column (3) of Table 1, conforming to Indian Standards specified in
column (2) of Table 1, bearing Standard Mark under a licence from the Bureau as per Scheme – I of
Schedule – II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018 and shall be
accompanied with the test certificate of the input material.
(IV) Goods and articles specified in column (2) of Table 2 at Sl. Nos. 3, 4, 5, 6 and 7 shall be made from
Tin plate and Tin Free Steel as input material, as specified against Sl. Nos. 112 and 113 in column (3) of
Table 1, conforming to Indian Standards specified in corresponding column (2) of Table 1, bearing
Standard Mark under a license from the Bureau as per Scheme – I of Schedule – II of the Bureau of
Indian Standards (Conformity Assessment) Regulations, 2018 and shall be accompanied with the test
certificate of the input material.
3. Compulsory use of Standard Mark: - Every steel and steel products specified in column (3) of Table 1
shall bear the Standard Mark under a licence from the Bureau as per Scheme–I of Schedule–II of the
Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
4. Certification and enforcement authority: -The Bureau shall be the certifying and enforcing authority in
respect of the steel and steel products, goods and articles specified in this order.
5. Penalty for contravention: -Any person who contravenes any of the provisions of this order shall be
punishable under the provisions of the said Act.
6. Effect of amendment or revision in Indian Standards: - Any amendment or revision made by the Bureau to
any of the Indian Standards specified in column (2) of Table 1 shall apply to this order with effect from the
date notified by the Bureau.
