• Permitted Activities for Contaminated Materials: Reuse, recycling, recovery and co-processing of contaminated materials imported from any region are allowed subject to compliance with relevant regulations.
• Import Requirements: Import of contaminated materials listed in Part A of Schedule III is permitted with the MoEFCC certification and prior authorization from the exporting country.
• Import of Other Hazardous Wastes: Import of hazardous wastes listed in Part B of Schedule III may be allowed with MoEFCC consent, exclusively for use by designated end-users.
• Prohibited Imports: Import of items listed in Schedule VI of hazardous wastes is strictly prohibited.
• Export Authorization: MoEFCC grants authorization for the export of hazardous wastes listed in Part A and Part B of Schedule III, as well as Schedule VI, subject to compliance with relevant regulations.
• Special Consideration for Non-Scheduled Wastes: Hazardous wastes not listed in Schedule III but exhibiting hazardous characteristics specified in Part C require prior approval from MoEFCC before import or export activities can be pursued.
• No Objection Certificate (NOC) Requirement: An NOC from MoEFCC is mandatory for import or export activities involving hazardous waste materials.

To apply for the NOC, importers must submit a detailed report outlining the nature and type of goods, as well as the remaining life of the equipment being imported. This report must demonstrate adherence to the guidelines outlined in the Customs Circular on Hazardous Waste (Management, Handling and Transboundary Movement) Rules 2008.

Upon submission of the report to MoEF, importers who receive the NOC can proceed with customs clearance. The NOC serves as confirmation to customs authorities that the imported goods meet regulatory requirements, facilitating the smooth initiation of clearance procedures.
