Overview: 

The SIMS is an online registration mechanism introduced by DGFT to capture advance information on imports of specified iron and steel products. It applies to goods imported via a sea and classified under Chapters 72, 73 and 86 of the ITC (HS). 

Under SIMS, importers are required to obtain a Unique Registration Number (URN) prior to shipment. This number must be declared in import documents and during customs clearance. The system enables the government to track steel imports, assess market trends and protect the domestic steel industry from unfair trade practices. 

The SIMS application must be filed not earlier than 60 days and not later than 7 days before the expected date of shipment.

  • Registration Fee: A nominal fee is charged, generally linked to the CIF value of the imported steel. 

  • Application Window: Earliest: 60 days before shipment and latest: 7 days before shipment. 

  • Validity: The SIMS registration is shipment-specific. 

  • Processing Time: Registration number is usually generated shortly after successful submission and fee payment.
