Overview: 

The EPR – Vehicle Certification is a mandatory compliance requirement introduced under the Environment Protection (End-of-Life Vehicles) Rules, 2025, notified under the Environment (Protection) Act, 1986. The rules regulate the collection, dismantling, recycling and disposal of vehicles once they reach the end of their operational life. 

These regulations apply to all vehicles covered under the Motor Vehicles Act, 1988 including internal combustion engine vehicles, electric vehicles (EVs), hybrid vehicles and battery-operated vehicles. Importers of vehicles are categorized as producers and must fulfil Extended Producer Responsibility (EPR) obligations. 

The rules come into force from 01 April 2025 and mandate registration on a centralized online portal for compliance monitoring, reporting and fulfilment of recycling targets ELV RULES 2025.

Documents Required: 

To obtain EPR-Vehicle certification under ELV Rules, importers must prepare and maintain the following documents: 

  • Importer Exporter Code (IEC). 

  • GST Registration Certificate. 

  • PAN of the Importing Entity. 

  • Vehicle Import Details: type, category, quantity and specifications. 

  • Authorized Scrapping/Recycling Partner Details. 

  • Extended Producer Responsibility (EPR) Plan. 

  • Annual Returns & Compliance Declarations (as applicable). 

Accurate and complete documentation is critical, as incorrect submissions may result in rejection or enforcement action. 

Fees and Timelines: 

  • Effective Date: 01 April 2025. 

  • Registration Timeline: As prescribed on the centralised ELV compliance portal. 

  • Validity: Registration remains valid unless suspended or cancelled due to non-compliance. 

  • Reporting Timelines: Annual returns to be filed by 30 June for the previous financial year and EPR targets to be declared by 30 April each year.
