Documents Required:

  • Identity & Address Proof: Aadhaar card, PAN card or Voter ID of the applicant/directors. 

  • Business Constitution: COI (Certificate of Incorporation), MOA and AOA for companies or Partnership Deed for firms. 

  • Premises Proof: Ownership documents or a registered Lease/Rent Agreement for the business location. 

  • Import Documents: A valid Importer-Exporter Code (IEC) and samples of labels or empty packages. 

  • Technical Details: Model approval certificate (if required) and a list of the machinery or tools being imported. 

  • Tax Registrations: GST Registration and Professional Tax certificates.

Fee:  A statutory fee of ₹100 is generally required for the registration. Some digital platforms or state portals may have different service charges (e.g. ₹500–₹1,000) depending on the specific license class.

Timeline: You must apply at least 30 days before the actual date of import. 

Processing Time: Once a complete application is received, the certificate is typically issued within 10 to 30 working days. 

Validity: The registration is valid for 5 years and can be renewed periodically.

Process to Apply: 

  • Application Preparation: Fill out the prescribed form (often Tenth Schedule) with accurate business and product details. 

  • Online/Physical Submission: Submit your application via the National Single Window System (NSWS) or the Directorate of Legal Metrology portal. 

  • Fee Payment: Pay the required statutory fee through a demand draft or integrated online payment gateway. 

  • Verification & Inspection: A Legal Metrology Officer may visit your premises to verify documents and inspect the storage of measuring instruments. 

  • Certificate Issuance: After successful scrutiny and inspection reports, the Controller grants the Section 19 Importer Registration Certificate.
