Overview: 

The CHIMS Certificate is a mandatory registration required for importing notified semiconductor chips, integrated circuits and electronic components as specified by DGFT under the ITC (HS) framework. 

Under CHIMS, importers must register shipment details and obtain a Unique Registration Number (URN) prior to filing the Bill of Entry. The system enables the government to monitor import volumes, assess dependency on foreign suppliers and support India’s domestic semiconductor manufacturing initiatives. 

CHIMS applies to multiple HS codes covering ICs, processors, controllers, memory chips and other critical electronic components. Importing these items without CHIMS registration may lead to customs of non-clearance and regulatory action.

  • Proforma Invoice / Purchase Order: Showing chip value, quantity and supplier details. 

  • Product Details: HS Code, chip description, end-use and country of origin. 

  • Shipment Details: Port of import, expected arrival date and transport mode. 

Fees and Timelines: 

Proper planning of timelines helps avoid shipment disruptions: 

  • Registration Fee: Nominal government fee (as notified by DGFT). 

  • Application Window: Earliest: 60–75 days before expected arrival and latest: 5 days before arrival. 

  • URN Validity: Generally valid for 60–75 days. 

  • Processing Time: URN is typically generated instantly or within 24 hours after submission.
